I think that if you can categorize and appeal to the affiliate,  you stand a chance of eventually getting inactive affiliates to earn revenue (who may have been interested casually), but in all actuality, its a much better game to dedicate time and energy working with people who are at least putting up the creative and driving traffic.</description>
