LinkShare Call on the New York Affiliate Tax

I saw on the Small Business Blog earlier today that LinkShare sent a message inviting affiliates to a teleconference on the New York State sales tax change and affiliate marketing.
LinkShare reports that they have been actively working with, and providing support to, the Direct Marketing Association (DMA) to clarify this law.
LinkShare has joined up with the DMA for a conference call on this issue, featuring DMA Tax Counsel George Isaacson, this Thursday, May 22, 11AM to 12Noon Eastern.
He will provide an overview of the bill and the DMA’s interpretation of it. There will also be an opportunity for Q&A.

Another angle on this law. It's actually the network that pays the affiliate (in most cases). It's the network, not the merchant that sends the W-2. Can this new law only apply to the affiliate networks based in New York, like Linkshare?
